The practical point is simple: do not approve a product based only on a general “compliant” statement on a quotation sheet.

Before purchase, ask for a current test report that matches the exact product or the same material set, not just a report from a similar item. Then compare the report with the bill of materials, color variants, coatings, printed areas, soft PVC parts, cables, inflatable sections, and any flexible plastic accessories. Does every toy need EN71-3 and phthalate testing?

Not in exactly the same way. EN71-3 applies where accessible materials can present a risk through mouthing, swallowing, or contact, so it is especially relevant for coatings, paints, polymers, wood finishes, metal-like coatings, modeling compounds, and other accessible components. When reviewing a report, focus on three things: the sample description, the material breakdown, and the result status for each tested material category. If the report only says “toy sample” without identifying coatings, substrate, or colored parts, it may be too vague for purchasing approval. The more complex the toy, the more important that material-level description becomes.

Most phthalate failures do not come from hard plastic bodies. They tend to show up in soft, flexible, plasticized parts. A useful pre-purchase file should let you connect the product on the PO to the materials that were actually tested. At minimum, request:

  • Colorway confirmation, especially for painted and printed parts
  • Component list for soft plastic, coated, or flexible parts
  • Supplier declaration linked to product code and revision

If the report is old, tied to another model number, or issued for a “similar construction,” treat it as background information only. It is not a release document.

How can you tell whether a test report really matches the product you are buying?

Start with the boring fields. They matter. Check product name, item number, applicant, sample description, test method reference, issue date, and material identification. Then compare those fields against the commercial documents and the pre-production sample.

If the supplier wants one report to cover a whole range, ask them to show the material commonality by component and color. Without that mapping, “same series” is just a commercial claim.

What are the most common buying mistakes with toy chemical safety?

A few patterns show up again and again:

  1. Approving based on a factory declaration without a matching lab report.
  2. Reviewing only the main toy and ignoring accessories, cords, stickers, coatings, or packaging components that may be accessible.
  3. Assuming rigid plastic means no phthalate risk anywhere in the product.
  4. Using old reports after a material substitution, color change, or second-source component switch.
  5. Leaving compliance review until after deposit payment or production start.

Most of these are process failures, not technical mysteries.

What should happen if the supplier cannot provide clear evidence before the PO is released?

Do not treat missing evidence as an admin gap. Treat it as a product risk. Put the order on hold, isolate the high-risk components, and ask for targeted testing on those materials before commercial release. If timing is tight, prioritize accessible coatings, printed surfaces, and soft plastic parts first, because those are usually where the compliance decision turns.

A workable rule for buyers is this: approve the toy only when the test report, material list, and production version tell the same story. If any one of those three is out of line, the product is not ready for a clean purchase decision.
